Recognizing that this is a joke (which was made after an incident where 20,000 gallons of crude oil spilled out of a broken tanker off the coast of Australia in 1990), it still seems to be politics in a nutshell.
(Sigh).
It's comforting to know that they make sure tankers aren't made out of cardboard or cardboard derivitives. Now I can sleep much better at night.
